City Secretary, Joyce Raines
The City Secretary serves as the custodian of records for Jacinto City. As such she records the minutes of all council meetings. All open records requests are to be submitted to the City Secretary.
Joyce Raines moved to Jacinto City in 1959 from Tennessee. She began working for the city in 1985 as the Municipal Court Clerk. In 1987, she became City Secretary and has held that position since. In addition to her official duties, Joyce has been instrumental in the Christmas Parade, Santa on the Fire Truck and several other city functions.
